Under the leadership of the President of the Republic of Uzbekistan, large-scale reforms are being rapidly implemented in our country aimed at providing comprehensive support to business entities, creating favorable conditions for their development, and adopting an uncompromising stance toward any obstacles hindering entrepreneurial activity. In this regard, it is worth noting that allocating land plots for the construction of business facilities is undoubtedly one of the most pressing issues. In accordance with the historic Decree signed by the President in June 2021, a procedure for allocating land plots that is equal for all, transparent, and based on market principles has been introduced. In particular, land plots for conducting entrepreneurial activities are allocated exclusively through electronic online auctions. According to this Decree, the authority of local state authorities (governors of regions, cities, and districts) to directly allocate land plots, transfer them for use, reserve them for future allocation, assign them, or provide them for improvement was revoked as of August 1, 2021. All the work being carried out in this area primarily serves to satisfy the people, prevent corruption, ensure transparency, and create favorable conditions for entrepreneurs. Nevertheless, negative practices still persist in localities, such as direct allocation of land areas, arbitrary seizure of land followed by the construction of illegal structures, installation of lightweight constructions, and building retail outlets at bus stops without any permits. In particular, the erection of such structures within residential areas, in road protection zones, or in protection zones of high-pressure water and gas pipelines negatively affects the peace and safety of the population and the timely repair of external engineering and communication networks. In recent times, there has been a surge in individuals promising to secure land through their connections in organizations or showing various fake “decisions,” convincing people that cadastral documents will be resolved later, and offering to sell land. Do not trust them. Of course, land obtained through various illegal means and without documents is unlawful; buildings on such land will be demolished without any compensation, and the responsible individuals will face appropriate punishment. The President of the Republic of Uzbekistan, Shavkat Mirziyoyev, has also emphasized: “We all understand well that the process of fighting corruption is never limited by a specific timeframe. In this matter, the expected results cannot be achieved solely through the state’s efforts. This is the work of our entire society,” calling on the broader public to combat this vice. In this regard, I kindly request the residents of our capital to promptly report to the competent authorities about illegal constructions and installations in their areas of residence and not to remain indifferent to the events around them.
